Right to Request Teacher Qualifications
Dear Parent or Guardian:
Our school receives federal funds for Title I programs through the Federal ESEA (Elementary and Secondary Education Act).
You have the right to request information regarding the professional qualifications of your child’s classroom teacher(s). If you request this information, the district or school will provide you with the following as soon as possible:
a) Whether or not the teacher has met state licensing requirements for the grade level and subject(s) in which the teacher is providing instruction;
b) Whether or not the state licensing requirements have been waived for the teacher on a temporary basis;
c) The type of college degree major of the teacher and the field of discipline for any graduate degree or certificate;
d) Whether or not your child is receiving Title I services from paraprofessionals and which qualifications the paraprofessional(s) possess

Classroom Teachers
The teacher plans and implements an instructional program that fosters learning and growth, creates a supportive learning environment that enables acquisition of skills and knowledge, and guides students toward reaching their academic, social, intellectual and physical potential.
Counselor
Our counselor offers small group and whole group services directed toward increasing school success, consulting with parents and staff to work toward effective responses to children’s concerns. Services include classroom guidance programs, group counseling, and outside referrals.
Custodian
The Custodian provides direction, leadership, organization, and planning for Custodial Services at an elementary school or a smaller-‐sized facility, and oversees the maintenance of an attractive, sanitary and safe campus or facility for students, staff and the public, and minimizes property damage, loss, and liability exposure. The Custodial Foreman I assumes responsibility for the quality of cleanliness and upkeep by providing direct service and by overseeing the work of Custodians at the site.
English Language Development Teachers
The ELD Teacher focuses instructional efforts on the development of linguistic capacity for students who are non-native speakers of English. With sensitivity to the unique needs of linguistically and culturally diverse students, as well as the rich opportunities that multilingualism and multiculturalism allow, the ELD Teacher plans and implements an instructional program that fosters learning and growth, creates a supportive learning environment that enables acquisition of skills and knowledge, and guides students toward reaching their academic, social, intellectual and physical potential.
Academic Coach
Our Academic Coach collaborates with classroom teachers, ELD teachers and our Special Education Teacher to provide cohesive academic support for students.
Library Media Instructional Assistant
The Library Media Assistant (LMA) independently oversees the primary functions of the school library media center including student supervision and the circulation, organization, and maintenance of the library materials. The LMA supports students and staff in the use of print and digital media. The LMA independently provides supervision for small groups or whole classes without direct teacher supervision. The LMA maintains classroom management and discipline and leads planned activities to ensure that the school maintains a safe and orderly environment.
Music Teacher
The Music Teacher instructs and encourages all students to develop lifelong habits of musical literacy including singing, performing, playing, and appreciating. The Music Teacher plans and implements an instructional program that fosters learning and growth, creates a supportive learning environment that enables acquisition of skills and knowledge, and guides students toward reaching their academic, social, intellectual and physical potential.
Nurse
The District Nurse helps ensure the health and well-being of the school community by providing health services to students and staff.
Office Assistants
The Office Assistant helps ensure the efficiency and organization of office operations by performing a wide range of complex senior-level clerical and administrative duties.
Para-educators
The Para-educator I assists the Teacher in the delivery of an instructional program, through preparation of the classroom and materials, and through working with individual and small groups of students. The Para-educator I also provides supervision of student activities in order to ensure that the school maintains a safe and orderly environment.
Physical Education Teacher
The Physical Education Teacher instructs and encourages all students to develop lifelong habits of healthy physical activity and sportsmanship. The Physical Education Teacher plans and implements an instructional program that fosters learning and growth, creates a supportive learning environment that enables acquisition of skills and knowledge, and guides students toward reaching their academic, social, intellectual and physical potential.
Principal
The Elementary School Principal sets the vision for achieving and sustaining high levels of student achievement at the school by strategically implementing the District’s Strategic Plan through effective leadership of all stakeholders, including faculty, staff, student, parents, and the community. The Elementary School Principal leverages the necessary leadership, supervisory, and administrative skills to promote the educational development of each student to his/her fullest potential. Supporting a culture of excellence in teaching and learning, focusing on the achievement of all children, and articulating a vision that attends to the needs of historically underrepresented groups, the Principal oversees all elements of the academic program, co-curricular program, physical plant management, and school community relations in order for all students to meet the District’s highest aspirations.
School Psychologist
The School Psychologist provides support for counseling, assessment and consultation services within the assigned building(s). Assessments to include cognitive assessments, functional behavioral assessments, and familiarity with all assessments for Special Education eligibilities.
School Social Worker
Our school Social Worker connects students and families with school district resources and resources from outside providers. The Social Worker supports families challenged housing and food instability and connects families to outside mental health service providers.
Speech-Language Pathologist
The Speech-Language Pathologist plans and implement speech and language services in conjunction with other educational services provided by the district. Consult and collaborate with teachers and parents regarding speech and language disabilities, and services and related student activities.
Special Education Teacher
The Special Education Teacher plans and implements an instructional program that fosters learning and growth for students with disabilities. The Special Education teacher creates a supportive learning environment that enables acquisition of skills and knowledge, and guides students toward reaching their academic, social, intellectual and physical potential.
Student Success Coach
Our Student Success Coach supports the staff and school in achieving a positive school climate and sustaining high levels of student achievement at the school. Our Student Success Coach cultivates and promotes a safe, learning-centered school environment. This is accomplished by aligning positive student and teacher behaviors using a Multi-Tiered System of Support/Positive Behavior Interventions and Supports. The Student Success Coach supports classroom teachers in student behavior management through universal interventions and assisting classroom teachers with more difficult situations. The result is a culture of high expectations for all students, supporting a district-level system that prioritizes all students access to high quality academic and social emotional instruction.
Technology Instructional Assistant
The Technology Instructional Assistant (TIA) uses predetermined lessons to deliver an instructional program to individuals, small groups, and large groups of students. The incumbent prepares the instructional materials, as well as the classroom, for the delivery of lessons predominantly centered on technology. The TIA maintains classroom management and discipline and conducts planned activities without direct teacher supervision. The TIA also provides supervision of student activities in order to ensure that the school maintains a safe and orderly environment.
Emotions Matter
At Raleigh Hills, we believe that emotions matter and how we interact with them influence attention, memory, learning, decision making, judgment, relationship quality, physical and mental health and everyday effectiveness. ALL learning is intertwined with our emotions!
Our Emotions Matter mindset is integrated in aspects of Raleigh Hills by:

We use a framework called RULER to help students learn to have an Emotions Matter mindset. RULER stands for Recognize, Understand, Label, Express and Regulate your emotions.
Family Involvement
Parent Involvement and Leadership
We hope you will find time in your schedule to become a Raleigh Hills Volunteer. Your help plays a major role in our community's success. There are a variety of options to get involved with your child’s education at Raleigh Hills, including volunteering in the classroom, helping staff in our library, working on an event committee, or doing production projects for teachers. In order to start volunteering, you need to complete the following three steps:
Step 1-- Review the mandatory volunteer training information.
Step 2-- Complete an application through our districtwide volunteer management system called Raptor and then submit to an Oregon criminal records check. You'll receive a confirmation email as soon as the application has been approved. This process can take up to 10 business days to complete; we're unable to accept special requests to expedite the process, regardless of upcoming volunteer opportunities or events. Once approved, you can create a user profile in Raptor which will allow you to view and sign up for volunteer opportunities at the school or district site(s) that you requested. You'll also be able to communicate directly with school and district volunteer coordinators.
Step 3-- Bring your ID every time you come to volunteer. Staff will scan your ID and print a name badge. Examples include:
- Driver’s license
- State ID card
- Passport
- Consular ID card

Parent-Teacher Organization
The Parent-Teacher Organization is a highly involved group committed to organizing and sponsoring educational experiences for all children in our school. Our PTO is active in every aspect of our school life and learning. In partnership with the Raleigh Hills staff and Site Council, PTO sponsors forums and events to support school-wide goals in academics and social events to promote family fun and community spirit. General Information
GENERAL INFORMATION
Acceleration/Promotion
Please contact the school principal to initiate the acceleration process. Data about the students will be gathered during a 6-8 week period. A team, including the classroom teacher, will be convened to review the data and will determine if promotion is appropriate. In all cases a child must be achieving well socially, emotionally, and demonstrate they are academically talented and gifted.
Administrative Transfers
Administrative transfers are only considered for hardships. Daycare provisions are not usually considered a hardship. Students attending Raleigh Hills on an administrative transfer must maintain greater than 92% attendance rate, including tardies. Please locate the Administrative Transfer form on the District website for detailed information.
After School Care
There are several after school care options available near Raleigh Hills. Neither the Beaverton School District nor Raleigh Hills Elementary are able to endorse specific child care providers.
Arrival Procedure
While we are colocated at Greenway Elementary for the 24-26 school years, it is best if your student rides the bus to school. If you must drop your student off at school, please use the car lanes outlined in the Safe Routes to School map. Please pull forward as far as possible to and follow all staff member directions. Let your student out on the passenger side ONLY.
Arrival Time
Students may arrive for breakfast or for class at 8:00 a.m. Please do not drop students before 8:00 because there is no supervision. If students arrive after 8:15, they are considered late, and must check in at the main office. On-time arrival is essential for academic and social success.
Attendance
Regular school attendance is extremely important. Please be in school, on time, every day, all day, unless there is an illness or an emergency. If your child will not be attending school, please call the school and leave a message to alert us to the absence at 503 356-2161. Caregivers may also report an absence using ParentVUE. To report an absence, please state the following clearly.

- Grade level and teacher’s name
Caregivers must sign in students at the school office who are arriving after 8:30 and any time when leaving early.
Balloons
For health and safety reasons, please do not bring latex or mylar balloons into the building.
Birthdays
Food items are prohibited and birthday trinkets are discouraged. If you want to celebrate a child’s birthday, please consider book donations to the class room library. The principal celebrates students by awarding a birthday pencil and having the lunch room sing to them during the students' birthday month. Teachers also celebrate in the classrooms. Please do not send invitations to birthday parties to school for distribution. We cannot hand out invitations unless every student in the class gets one. You can use the PTO published Student Directory to send individual invitations.
Celebrations
We celebrate the end of academic units and seasonal changes. We have discontinued traditional Christian and commercialized celebrations since they are not inclusive of our entire school community. Teachers collaborate with families to recognize and include the cultural traditions and celebrations represented in the classroom. Food items are limited to store bought goods and must adhere to our wellness policy and individual food sensitivities. Please coordinate any food items with the classroom teacher.
Classroom Placement
Teachers and support staff make classroom placement decisions in the late spring for the following school year. Requests from caregivers are not considered. Placement changes are considered only in extreme circumstances. Contact the school office for the procedure to request a class change.
Clubs
At Raleigh Hills we are proud of our students' independence. We encourage them to pursue their interests and share them with others. One of the ways they do this is by creating clubs. Below is the process for students to start a club at Raleigh Hills.
- Students let the principal know they are interested in starting a club. They share what the club is about and when they would like to meet. They usually meet during recess or lunch once a week.
- Students are asked to find a staff person who is willing to be the club sponsor. The sponsor's role is to teach students how to run an effective meeting and to supervise once they decide on how their meetings will run. Adults do not set the agenda for student clubs.
- Once a staff sponsor has agreed to supervise, students advertise their club by going into classrooms and briefly sharing what the club is and when and where the first meeting will be.
- Then students begin to meet at their appointed time.
Deliveries
Please do not send deliveries to your child at school. Anything sent will be held in the office for caregiver pick-up.
Dress Code
Please dress your children so that they are ready for a day of learning both indoors and outdoors. Consider sending a change of clothes to school in your child's backpack as we go to recess rain or shine. As a health and safety precaution, we ask that you do not wear flip flops to school. Clothing that references drugs, alcohol, violence, sex, or vulgar words or phrases are prohibited. No costumes are allowed at school.
Going Home Plans
For safety, it is encouraged that a consistent going home plan is maintained for each student. We do understand that emergencies occur. If you need to change the way your student will go home, please send a note with them to be verified by the main office and the child's teacher. If you need to change plans after 8:00, please call the main office at 503 356-2160. Teachers are engaged with students and cannot take change of plans during the day. Please do not call the office between 2:30 and 2:50 to change plans as this causes confusion for the staff and students. We will not accept a student's verbal change of plans. If we cannot verify the change with you, we will send the student home their normal way.
Inclement Weather
If schools will be closed due to weather, this will be announced on television and radio stations beginning at 5:30am. You can also find that information on the Beaverton School District home page. There may also be times when schools close early due to a weather event. If you suspect school may close, please listen to the television or radio. Do not call Raleigh Hills directly. We will follow the emergency dismissal plan you gave us at the beginning of the year for your student(s). If you need to update your plan any time during the school year, please call the main office.
Immunizations
Under Oregon Law, students under 14 must submit proof of vaccination status. Washington County enforces the exclusion of students whose immunizations are incomplete. You must provide proof of immunization if you are registering for the first time. If your immunizations are incomplete, the office will inform you. If you have questions, you can see your physician or call Washington County Health and Human Services at 503 846-8851.
Meals
Nutritious breakfasts and lunches are available for students every day. Families can apply for free and reduced priced meals online. This is SAFE, SECURE, and PRIVATE. Please visit our SchoolCafe.com site to apply. If you prefer a paper application, please call the main office. For the 24-25 school year, all students may receive FREE lunch and breakfast without an application.
Medication
No medication will, whether prescription or over the counter, will be given to a student without a Medication Record and Authorization Form on file in the health office. This includes cough drops. Please see the office for this form. Prescription medication also requires the signature of the student's physician.
Lost and Found
The Lost and Found is located in the cafeteria. Small items, jewelry and money are turned in to the school office. To minimize the financial and emotional strain of lost items, please label your children’s belongings. Unclaimed lost and found items will be donated to the Beaverton School District Clothes Closet.
No Pets on School Property
Pets are prohibited from school property. If you are walking your dog to drop off or pick up your child, please make arrangements to meet on the sidewalk adjacent to the school property.
Playground Use
All community members are welcome to use the playground after school hours. The playground is reserved for students each weekday between 8:00 and 3:15 while school is in session.
Retention
Caregivers must be contacted and hold a conference with the teacher about the potential for grade retention by the end of the first semester (end of January). If a parent wishes to retain their child, please schedule a meeting with the principal. Students who receive special education services will not be considered for retention.

All schools are required to instruct and drill students and staff on emergency procedures so that students can respond to an emergency without confusion and panic. The following drills are conducted each school year:

Searches
The school principal and others authorized by the principal may search a student’s person and property, including property assigned by the district for the student’s use. Such searches may be conducted at any time on district property or when the student is under the jurisdiction of the district at school-sponsored activities. All searches will be conducted following school board policy.
Smoke/ Drug Free Environment
Beaverton School District is a smoke/ drug-free indoor and outdoor environment. This means that all use of tobacco and other drugs are prohibited on and in all school property at all times.
Smart Phones and Watches
Smart Phones and smart watches should be left at home. Phones and watches are a profound distraction. If they must come to school, they will be off and stored away in the student's backpack. If phones or smart watches are out of the backpack, we may hold on to them for the student until the end of the day. We are not responsible for lost, stolen, or damaged items. Students have access to landline phones during the day when needed. We do not limit student access to call home using these phones.
Snacks
Teachers may allow students to bring snack to eat either before or after lunch. Snack must comply with the District's Wellness Policy. Examples of healthy snack are fresh fruit, yogurt, vegetables, whole-grain crackers, pretzels, popcorn, rice cakes, graham crackers, granola bars or trail mix. Some classrooms may be peanut-free due to severe allergies. Your teacher will inform you if peanuts should be avoided.
Toys, Electronics and Other Valuables
Please leave toys, electronics, and other valuables at home. This includes Pokemon cards. We are not responsible for lost items. Staff may hold on to electronics for safe-keeping until parent pick up. If students must cary a cell phone or smart watch, there are to off and stored away in a backpack until the end of the day. The school provides athletic equipment for student use. Please do not allow balls or sports equipment of any kind to be brought to school.
Teacher Gifts
District employees are subject to the Oregon Ethics Laws which restrict gifts to $50 from any individual giver on an annual basis. Please keep this in mind as you consider gifts for the year. It can be awkward for teachers to return gifts in order to be in compliance with the law.
Visitors and Volunteers
Volunteers and visitors must make arrangements with the classroom teacher prior to the visit. All volunteers must complete a background check (see volunteer tab). Visitors must remain in the company of teacher at all times. Prior arrangements must be made with the principal for 30 minutes visits or observations once per semester. Visitors may stay longer than 15 minutes for special occasions such as school performances. Please sign in at the office or at the volunteer kiosk. All visitors and volunteers must wear a name badge at all times. A licensed staff member must be within sight and sound of all volunteers and visitors. Visitors may not attend recess.
Withdrawal from School
Contact the school office if you are planning to withdraw a student from Raleigh Hills. The office will assist you in your transition to the next school.

Accidents or Illness
If a child becomes ill or hurt at school, we will contact the parents/guardians.

Annual Head Lice Information Notification
Head lice is a common and often frustrating condition. It is not associated with a lack of cleanliness. Head lice don’t care if your hair is clean or dirty. They don’t care if you are young or old, rich or poor. Head lice are looking for a warm place to live and eat and any head with hair would be a great home. Head lice are very small grey or tan insects. They do not jump or fly. These insects lay eggs (nits), which attach to the hair shaft, close to the scalp. Nits are small, about the size of a grain of salt. They may be white, gray or tan in color. Although dandruff may resemble nits, dandruff can be easily removed. The nit is stuck on the hair shaft and needs to be pulled off to remove. Head lice should be suspected when there is intense itching of the scalp and the back of the neck. Head lice are usually spread by head to head contact when live lice are present. The school office has information about the specifics of head lice treatment.
Dental and Vision Screening
In a partnership with other agencies, we do vision and auditory screening for all students at select grades, and offer limited dental services by parent request. Look for information in the school newsletter.
Insurance
Student accident and dental insurance is available to all Raleigh Hills students. A brochure and application is sent home in the enrollment packet. This opportunity is available at the beginning of the school year.
Medication
Medications can only be given at school in the main office, if the medication is in its original container with an Administration of Medication form completed by the parent/guardian. The label on the container must state the student’s name, the dosage, timing, prescription number and physician’s name.
Recess and Playground
PLAYGROUND RULES
Raleigh Hills students follow playground rules at all times. They make sure everyone feels happy, safe and included:
Safe:
- Stay within the playground boundaries and within the supervisor’s sight at all times
- Re-enter the building only with the supervisor’s permission
- Leave rocks, sticks, snow, and bark chips on the ground
- Play tag and chase games with butterfly touches
- Report accidents and injuries to the playground supervisor
- Follow the directions of the playground supervisor
- Play games by the established rules
- Abide by ruling made by the referee-the first person in line
- Walk around others’ games
Happy and Included:
- Take turns and share equipment
- Leave food and indoor toys in the building
- Keep our school grounds clean
- Solve problems by talking things over or asking for help
- Ask others if they want to play
- Line up quickly and safely when the signal is given
- Play equipment rules and procedures: Our first priority is safety.

HORIZONTAL BAR:
Both hands must be on the bar at all times.
SWINGS:
Please swing straight forward and back. (No twisting or jumping.)
PLAY STRUCTURE:
Use the slide one person at a time.
Please note: Children and community members are welcome to use the playground and play structure outside of school hours. The main playground is constructed for children ages 5 and up.
